Item A sustainable concept, using Connelly's sustainability triangle for the potential satellite markets in the Barangays of Balanga City, Bataan during the COVID-19 and for future pandemics(2021-09) Cantos Hazel R.As the COVID-19 outbreak reached Bataan, the main public market of the City of Balanga was put into lockdown to undergo overall disinfection of the market facility. This lockdown varies from two to seven days to ensure the safety of market vendors and consumers. As such, the closure of the public market is needed. The city also came up with a mitigation strategy to avoid the overcrowding of the main public market by having an official market schedule for the 25 barangays that will use the market facility each day. As the mitigation measures to control the spread of the virus include restrictions to the use of public spaces such as marketplaces; the study aims to determine the impact of the COVID-19 pandemic to market users focusing on the satellite market located in Barangay Cupang Proper. As such, the researcher conducted a survey, online interview, and photo/video survey to the residents of Barangay Cupang Proper to determine the problems and challenges they encountered during the outbreak of the COVID-} 9 virus in terms of social, economic, and environmental aspects. The study also aims to identify a sustainable concept as a solution to the problems encountered that will be used as a basis for the existing and potential satellite markets in the barangays of Balanga City. The study also aims to assess the adequacy of the satellite market facility, with the use of market guidelines by the Code on Sanitation of the Philippines and Centers for Disease Control and Prevention. With the community quarantine imposed by the local government, the residents have limited access to the satellite market due to protocols such as one member per household allowed to buy their essential needs, and a limited operating hour of the market facility. The mitigation measures such as physical distancing and obligatory use of face masks and face shields affect the communication between market users and vendors. The income of the market vendors is also directly affected due to movement restrictions that caused the delay with their product supplies that leads to a higher price of goods that adds up to the burden of the consumers when it comes to product affordability due to limited supply. Although the market users are afraid that they might acquire the virus while using the satellite market facility; the respondents feel safer to buy their essential needs at the satellite market located in their territorial barangay rather than going to the main public market of the city. In conclusion, it is evident how the satellite market plays an important role in the community as the primary source of the basic essential needs that is accessible within their territorial barangay especially with the current pandemic that we are experiencing right now. Aside from that, the residents of the Barangay Cupang Proper feel safer buying their needs in their satellite market rather than going to the main public market that is more crowded. However, the data gathered also highlights that aside from its benefits for the community, it is evident that there is a need to improve the satellite market facility with a sustainable concept that will serve as a basis for future satellite markets focusing on social, economic and environmental aspects as a response to the impact of the COVID-19 pandemic and for future pandemics. With the benefits of a satellite market in a territorial barangay that is operated and owned by the local government unit; the study recommends identifying potential locations of the satellite market within the barangays of Balanga City, Bataan that will promote localized economic and social transactions within their territorial boundary to strengthen food security at the barangay level. The study will also be a part of the mitigation measures of the city not just during the COVID-19 pandemic but also for future pandemics. The sustainable concept for the satellite markets needs a framework consisting of policies focusing on satellite market establishments in each barangay, market guidelines and operations, prioritization of locally produced products, and solid waste management. The study also recommends reviewing the existing local codes and market guidelines that govern the general requirements of the establishment of a market facility in the Philippines.
